Motorcycle dealers mandated to secure training course certificates from clients
Davao City Mayor Sebastian Z. Duterte has ordered the creation of a Technical Working Group (TWG) to draft the implementing rules and regulations (IRR) of Ordinance No. 0599-21, Series of 2021 mandating all accredited motorcycle dealers and distributors in Davao City to secure from their clients a basic motorcycle training course certificate of compliance before releasing the purchased motorcycles.

Duterte earlier issued Executive Order No. 10, Series of 2023 for the TWG creation which will be responsible for specifying the mechanics of the training and crafting the guidelines for its implementation.

The EO stated that the move is crucial in curbing the incidence of death and injuries, damages to properties, and socio-economic problems attributed to road accidents. 

Duterte said the safety of motorists and pedestrians, as well as an efficient flow of traffic, is essential in promoting the general welfare and the enjoyment of democracy by all people.

The basic motorcycle training course aims to equip motorcycle owners with the proper knowledge of traffic rules and regulations, which will eventually lessen the possibility of fatal crashes. It also aims to ensure the safety of all road users in the city.

The City Transport and Traffic Management Office (CTTMO) will lead the TWG while members include Technical Education and Skills Development Authority (TESDA) 11, Land Transportation Office (LTO), Highway Patrol Group Philippine National Police Region 11, Davao Crocodile Park Inc., and Public Safety and Security Office (PSSO).
