Mempin replaced General Ernesto Torres Jr. who is currently the commander of Northern Luzon (NolCom) Command.
Mempin previously held the Armed Forces of the Philippines (AFP) Civil Military Operations as Deputy Chief of Staff in Camp Aguinaldo from October 2021 until February 2022.
Prior to his assignment in Camp Aguinaldo, Mempin also served as the Assistant Division Commander of the 10th ID in the same year.
He became the commander of Task Force Davao and 1003rd Infantry Brigade based in Davao City in the year 2017 and 2019, respectively.
Mempin graduated from the Philippine Military Academy (PMA) under “Bigkis-Lahi” Class of 1990 and started his career as platoon leader of Charlie Company, 18th Infantry Battalion. He later became the Company Commander in 2001 of the 71st Infantry Battalion, 7th Infantry Division. Likewise, Mempin became the Commanding Officer of the 78th Infantry Battalion of the 8th Infantry Division in 2010.
During his stint as Task Force Davao, Mempin through the partnership with other law enforcement agencies, disruption operations like the “Oplan Kalinaw and Oplan Lambat Bitag Sasakyan” were instigated to deter and prevent any terror plan in Davao City.
He also led numerous successful civil and focused military operation campaigns during his stint as Commander of the 1003rd Brigade from 2019 to 2021.
Among the notable accomplishments of Mempin as Commander, 1003rd Infantry Brigade was the dismantling of Guerilla Front 56, Pulang Bagani Command 2 and 3.
It was also under his helm where top CPP-NPA leader Daniel Castillo alias “Ka Steven” and Rommel Tausan, CO of Guerilla Front 55 were neutralized.
Moreover, during his term as Brigade Commander, Mempin stirred the landscape in the hinterlands of Davao City along with the PEACE 911 initiative of the local government unit in clearing more barangays and providing basic services to geographically isolated and disadvantaged areas.
Torres, meanwhile, vowed to bring and continue the best practices of 10ID to his new assignment as NOLCOM chief.
During his stint in 10th ID, some high-value individuals of the NPA was neutralized, including Ana Sandra Reyes alias Kaye and Menandro Villanueva alias BOK, the third-highest leader of the CPP-NPA-NDF, Former Secretary of Komisyong Mindanao, and Head of the National Operations Command of the NPA.
NPA’s Guerilla Front North, GF51, GF55, and Sub-Regional Committee 5 were all also dismantled.
