NCRPO carries out Davao’s R-PSB program
The National Capital Region Police Office (NCRPO) expanded its community engagement through the Revitalized-Pulis Sa Barangay (R-PSB).

R-PSB initiative which was launched in January 2020 is the flagship program of the Police Regional Office (PRO) 11 under the leadership of then Major General Filmore Escobal. 

Major General Edgar Allan Okubo, director of NCRPO in an interview with News Fort  said the program has already been implemented especially in far-flung barangays in the National Capital Region (NCR).

“When I transfered to NCRPO, ipinagpatuloy natin yong programa dito but we expanded the mission not only the Communist Terrorist Group (CTG) issues but to all sectoral groups na pwede nating matulungan,” Okubo said.

Okubo who served as PRO 11 assistant regional director for operations prior to his assignment as Special Action Force (SAF) director last year was tasked to monitor the implementation of R-PSB in Davao Region.

Through R-PSB , police forces have earned the trust and confidence of the people in the region, especially the indigenous people (IP) communities, Okubo said.

The program, a non-combatant initiative offers service-oriented activities. It also aims to help address the villagers long term needs such as access to potable water, roads, and other essential community facilities. It also provides livelihood, and social services.

He said R-PSB personnel also take care of birth registration of residents not just in far-flung barangays but also in urban areas.

“Same through we discovered sa mga issues sa GIDAs (Geographically Isolated and Disadvantaged Areas) now its same problem sa mga urban areas yong lack of birth certificates just like in Tondo. We started to process the birth certificates of some residents,” Okubo said.

Okubo said the implementation of R-PSB in NCRPO also anchors the government’s anti-illegal drugs advocacy Buhay Ingatan, Droga’y Ayawan” (BIDA) program of the Department of Interior and Local Government (DILG).

He said 200 police personnel in NCRPO underwent a 15- day intensive training for the R-PSB program and are ready to be deployed in far-flung barangays in the NCR. 

“R-PSB staff will organize people in barangay and give them livelihood training to help them for better employment. We believe that through this maiiwasan yong droga sa mga Barangay,” he said.

Okubo was formally installed as Regional Director of the NCRPO last March 1.
