Davao city gov't strengthens OSY development
Davao City Mayor Sebastian Duterte through an executive order (EO) has created Davao City Alliance for Out-of-School Youth Development Council (DCAOSYDC) and provides funds for it.

EO No. 72 provides that the City Government of Davao recognizes the need to provide opportunities to the youth sector to  improve Out-of-School Youth (OSY) access to better education, employment, and livelihood support, and other youth development initiatives, especially on second chance education, workforce readiness, and positive youth development.

The order also states that the DCAOSYDC is a priority of the city government along with the private sector, government and non-government agencies, and youth organizations, recognizing the importance of strengthening OSY development and integrating other OSYs-related development programming through institutionalizing the intervention into a council.

"The DCAOSYDC shall serve as the integrating body to institutionalize the participation of all sectors in identifying the appropriate interventions for OSYs through policies, planning, direction-setting, mobilizing resources, implementation and monitoring and evaluation to support OSY programs and services," EO 72 provides.

Identified stakeholders and partners, according to the EO, also recognize the relevance of the youth development alliance as the mechanism to reduce OSYs' current problems and issues as they have agreed to work closely with the city government to ensure a proactive and responsive DCAOSYDC.

The mayor shall serve as the chairperson while the DCAOSYDC chairperson shall be the co-chair. 

Members include the chairperson of the Sangguniang Panlungsod (SP) Committee on Education, Science and Technology, Arts and Culture, the chairperson of the SP Committee on Youth and Sports Development, the City Social Welfare and Development Office head, Public Employment and Services Office officer-in-charge, Office of the City Planning and Development Office coordinator, and Department of Education Davao City Schools Division superintendent.

Also part of the alliance are the Provincial Director Technical Education and Skills Development Authority (Tesda) provincial director, Department of Trade and Industry (DTI) Davao City director, Department of Labor and Employment (Dole) 11 Davao City chief labor employment officer, and the Philippine Information Agency Davao Region.

The DCAOSYDC is mandated to make an inventory of the respective members' offices' programs that can benefit the OSY in the city; formulate policies, strategies, programs and plan of activities and mobilize resources to support the education, employment, entrepreneurship, and or livelihoods and engagement of Out-of-School Youth.

It also entered into an agreement to forge partnerships among and with other institutions or entities that have relevant projects to ensure the institutionalization of Out-of-School Youth Development Programs in the city; and identify and mobilize the prospective OSY learners. 

The City Administrator's Office shall serve as DCAOSYDC Secretariat, and the funds for this body are chargeable to the available funds of the City Mayor's Office (CMO) subject to the usual accounting and auditing rules and regulations.
