These include the proposed establishment of drug abuse treatment and rehabilitation centers, amendments to the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act, Magna Carta for Philippine Drug Enforcement Agency (PDEA) personnel, and free legal assistance for armed forces and police personnel.
In line with the government's campaign against illegal drugs, Go has introduced Senate Bill No. 428 that seeks to establish a Drug Abuse Treatment and Rehabilitation Center in every province.
The centers will provide care, treatment, and accommodation to drug dependents, as well as offer after-care, follow-up, and social reintegration services to assist their recovery and reintegration into society.
“Establishing Drug Abuse Treatment and Rehabilitation Centers in every province is a vital step towards helping drug dependents recover and reintegrate into society. We must offer them the care and support they need to rebuild their lives," stated Go.
In addition to rehabilitation, Go filed SBN 2115, which aims to institutionalize a technical-vocational education and training and livelihood program for rehabilitated drug dependents.
The bill aims to provide skills training and enhance the employability of former drug dependents, allowing them to rebuild their lives and contribute to their communities.
“Rehabilitation alone is not enough. By institutionalizing technical-vocational education and training programs, we empower rehabilitated drug dependents with skills for a better future," he said.
Recognizing the need to enhance protective measures for children, Go has also filed SBN 1188 which seeks to amend the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. The proposed amendment seeks to increase the penalties for individuals engaged in lascivious conduct or sexual activity with minors under twelve years of age, ensuring that appropriate punishments are in place for such heinous crimes.
Meanwhile, highlighting the crucial role played by anti-drug personnel in the fight against criminality and illegal drugs, Go emphasized the need to recognize their exceptional contributions by providing a Magna Carta for PDEA officers and personnel.
SBN 419 aims to ensure their social and economic welfare by improving their living and working conditions and offering better terms of employment and career opportunities through comprehensive career development programs.
“Recognizing the exceptional contributions of our anti-drug personnel, it is imperative that we provide them with a Magna Carta that ensures their social and economic welfare. They are the backbone of our fight against criminality and illegal drugs," said Go.
Furthermore, SBN 422, which seeks to provide free legal assistance to the armed forces and police personnel, aims to support those who face charges related to their official duties. Recognizing the heavy responsibilities carried by these uniformed personnel, the senator emphasized the importance of ensuring sufficient funds for their legal aid.
“Our armed forces and police personnel face immense challenges in carrying out their duties. By providing free legal assistance, we are showing our unwavering support and commitment to their well-being and ensuring justice prevails," he explained.
All measures are still being deliberated on the committee level.
Go said that these proposed bills reflect a holistic approach in combating illegal drugs, protecting vulnerable children, and supporting the welfare of the country's uniformed personnel. By addressing key issues and providing necessary support, Go said these legislative measures aim to “strengthen the country's efforts in promoting a safer and more secure society.”
