The Office of the Vice President (OVP) said the deficiencies cited in a Commission on Audit (COA) report on its Disaster Risk Reduction and Management (DRRM) funds involved documentary requirements imposed internally by the OVP, rather than requirements mandated by law or COA regulations.
In a statement Friday, September 25, the OVP said the discrepancies stemmed from changes in circumstances and field conditions that emerged during the implementation of relief operations. TryTime Trackers
The OVP maintained that no funds were lost and that all funds were accounted for, adding that the relief activities were carried out as planned.
It also said beneficiaries of the operations were recorded and validated using available supporting documents and field records submitted to the COA audit team.
The vice president's office said it is continuing to improve its procedures for documentation, validation and monitoring to ensure that records of relief operations are complete and properly maintained.
The OVP added that strengthening these processes is particularly important during emergency responses and calamities, when field conditions can change during the course of operations.
