20-second rule on yellow boxes resumes: CTTMO

DAVAO CITY- The City Transport and Traffic Management Office (CTTMO) head Dionisio Abude announced the reimposition of the 20 second rule on loading and unloading passengers on yellow boxes or loading bays in the city.

He said drivers who spend more than 20 seconds on yellow boxes or loading bays will now be issued traffic citation tickets.

The policy aims to ensure that there are no delays for the riding public on their way to their schools, offices, and other destinations. 

"Actually gitawag ni sa akoa kay ang mga estudyante madugay sa yellow box kay dili muhawa hangtod until dili mapuno, naa pa gyud ta'y barkers nga dili pahawaon ang driver kung dili tunulan og 10 pesos so nag come up mi aning 20 seconds rule kay kung muabot gani kag 20 seconds diha tiketan kana (with) disregarding traffic sign,” Abude said during the I-Speak media forum on Thursday (Jan. 26).

Abude said signages for the 20-second rule shall be mounted on the loading bays.

"Gibalik nato, in fact, nagpahimo nako'g daghan kaayo nga signage para sa tanang loading bay or yellow box butangan nato na siya,” he said.

The 20-second rule's effectiveness has been proven here in the city when it was implemented previously, Abude said.

He said, some researchers from Japan who conducted a study made CTTMO enforcers model for their study due to the implementation of this rule.

"Gihimong model ang atong enforcer kay diba, atong mga estudyante dili na sila ma-late kay kung dili ka muhawa tiketan ka,” he said.

Aside from the 20-second rule, he said they also placed signages warning drivers of the so-called payong payong and trisikad not to ply on the highways. These signages will be placed on the street corners leading to the highways.

"Nabutangan na nato ni sa una naundang lang kay tungod sa pandemic karon gibalik nato kay rampant na kaayo,”he said.
